Hello,

Tried running as administrator and unlocking files/changing permissions, even redownload all files but the launcher doesn't go past hearthranger.exe.
How do I fix this problem?

You can just run Hearthranger.exe if you download the full package, Launcher.exe is a tool to check it needs update or not.
