Had to restart my computer in order to fix this. Couldn't find any other process using it and there was no hearthranger process stuck in the backrground. So hearthranger must have not released it properly the last time I closed it.

Hearthranger should use a random unused port and bind to 127.0.0.2 to avoid issues like this.

Port 14400 is only used by bot control API, it doesn't matter if it's occupied, bot will choose another port automatically.
