Why does the update install files in the windows/system32 folder? Seems really ominous.

There is no such logic in HR to write any file into windows/system32.

Can you provide more details like how you operated to cause such issue?

Also please ensure do not extract HR rar file in [download] folder, it's a special folder in Windows.
