[Arena] Bot will loop endlessly when out of gold

If the bot is set to do Arena, but drops below 150 gold, it will try to purchase a new Arena draft, fail, and loop endlessly until stopped, even when set to Queue mode.

If the bot has another activity in the Queue, it should revert to that if it can't purchase an Arena draft, regardless of how many times it was set to purchase draft.

This repeats endlessly.
